همزمان نیز 'رامین مهمانپرست' سخنگوی وزارت امورخارجه جمهوری اسلامی ایران گفته بود: اگر تیم مذاكره‌‌كننده آژانس كه در ایران به سر می‌برد، صبوری داشت و مدت بیشتری را در ایران اقامت می‌كرد، شاید پس از توافقی كه درباره مدالیته جدید صورت می‌گرفت، امكان بازدید از پارچین فراهم می‌شد.

آژانس وعده داده بود در ازای حل 6 مساله باقی مانده در برنامه هسته ای ایران، پادبان ها در ایران به شیوه معمولی اجرا شوند اما در عوض ناظران آژانس بر سوال و جواب از مدارك ادعایی در مورد ایران با منشا نامعلوم تمركز كردند.

این اطلاعات اصل و منشا درستی نداشت و آژانس نیز آنها را مطالعات ادعایی می نامید و تاكنون نیز به درخواست های ایران برای تحویل دادن اسناد ادعایی عمل نكرده است.

به هر روی، بنا بر بیانیه مطبوعاتی پانزدهم اسفندماه 1390 نمایندگی دایم جمهوری اسلامی ایران در وین درباره مذاكرات میان جمهوری اسلامی ایران و آژانس بین المللی انرژی اتمی، در مذاكرات بیست و هفتم تا بیست و نهم بهمن ماه همان سال 'آژانس اعلام كرد همه مسایل باقیمانده (پنج مورد) منحصرا در سند GOV/2011/65 (گزارش هجدهم آبان ماه 1390 درباره فعالیت های هسته ای ایران) است كه در فهرست اولویت بندی موضوعات/دسته ها در دومین پیش نویس مدالیتی ارایه خواهد شد'. همچنین 'تقاضای دسترسی به پارچین طبق رویكرد موضوع به موضوع تا بعد از نشست شورای حكام در ماه مارس (فروردین ماه 1391) به تعویق بیفتد'.

بر اساس این بیانیه، طی ملاقات دوم و سوم اسفندماه 1390 نیز گام های زیر پیش بینی شد:

2ـ ایران اظهارنامه ابتدایی خود را در مورد ضمیمه گزارش GOV/2011/65 ارایه كند.

3ـ آژانس همه سوالات مربوط به موضوع شماره 1 (5 مساله) را ارایه كنــد و اسنادی را كه نشان می دهند فعالیت‌های ادعایی را ایران اجرا كرده است تحویل دهد.

4ـ ایران به سوالات آژانس پاسخ خواهد داد.

5ـ آژانس پاسخ ها را مرور و تحلیل خواهد كرد و درباره همه اقدام‌ها كه در مورد موضوع شماره 1 (5 مساله) باید انجام شود با ایران به مذاكره خواهد پرداخت.

6ـ آژانس اجرای اقدام (یا اقدام‌ها) مربوط به یكی از مسائل موضوع شماره 1 را طبق رویكرد موضوع به موضوع درخواست خواهد كرد.

مذاكرات بیست و پنجم و بیست و ششم اردیبهشت ماه نیز بر همین اساس شكل گرفت.

نهم اردیبهشت ماه سلطانیه نیز تایید كرد 'مذاكرات دوباره با آژانس با هدف روشنگری و توافق بر سر یك چهارچوب و مدالیته برای حل و فصل موضوعات و پاسخ به پرسش‌هایی بر مبنای معیارها و ضوابط مورد توافق است'.

این مسوول از برنامه‌های چهار‌گانه وزارت صنعت، معدن و تجارت برای اجرای فاز دوم هدفمند‌سازی یارانه‌ها خبر داد و افزود: محور اول در این زمینه اجرای سیاست‌های قیمتی است كه تلاش می‌شود قیمت‌های ترجیحی برای صنایع در نظر گرفته شود و محور دوم نیز ادامه‌روند بازسازی و نوسازی واحد‌های صنعتی است.

صالحی نیا خاطرنشان كرد: محور سوم این برنامه گاز‌رسانی به تمام واحد‌های صنعتی است، زیرا در حال حاضر بسیاری از واحد‌های صنعتی دارای گاز نیستند كه البته درخصوص برخی از واحد‌های صنعتی كه گاز‌رسانی به آنها توجیه ندارد كمك‌های بلاعوض دراختیار آنها قرار خواهد گرفت.

وی اضافه كرد: محور چهارم این برنامه نیز تامین سرمایه در گردش ارزی و ریالی واحد‌های صنعتی است.

صالحی نیا اظهار كرد: بخش صنعت با گستردگی حوزه كاری خود و نقش مهم در ایجاد اشتغال، درآمد و ارزش افزوده اقتصادی از اهمیت خاصی برخوردار است كه باید مشكلات و چالش های آن مورد توجه جدی و كارشناسی قرار گیرد.

وی ادامه داد: مشكلات این بخش از گذشته وجود داشته و نباید انتظار داشت كه با فشارهای خارجی و شرایط سیاسی و اقتصادی امروز و پیامدهای ناشی از آن، صنعت بدون چالش به راه خود ادامه دهد.

معاون امور صنایع و اقتصادی وزارت صنعت، معدن و تجارت اضافه كرد: بخشی از مشكلات با تعامل، برنامه ریزی و سیاست های منطقی قابل حل شدن است و بخشی نیز با تلاش و همكاری مسوولان ارشد كشور قابل پیگیری و رفع است.

صالحی نیا افزود: با تشكیل ستاد تسهیلات و برگزاری جلسات متعدد مصوبات خوبی برای روان سازی كار تولیدكنندگان اجرایی شده و با همكاری مدیران بانكها، گامی اساسی در حمایت از سرمایه گذاران فراهم شده است.

وی گفت: برخی واحدها كه مشكلات حادتری دارند با تشكیل جلسه ویژه و بررسی موردی مسایل نسبت به رفع مشكلاتشان اقدام خواهند كرد.

صالحی نیا اضافه كرد: برخی مشكلات مانند دادن فرصت برای پرداخت هزینه های برق و گاز و نیز استمهال دیون بانكی به راحتی با تعامل مسوولان استان و بانكها قابل رفع است و می تواند از بروز مشكلات بیشتر و ارجاع به مركز جلوگیری كند.
