پس از آزمایش ناموفق موشكی كره شمالی كه به ادعای رهبران این كشور با مقاصد غیر نظامی انجام می شد، آمریكا و كشورهایی چون ژاپن و كره جنوبی این ادعا را مطرح ساختند كه پیونگ یانگ پس از شكست پرتاب موشكی اش به زودی سومین آزمایش هسته ای خود را خواهد داد.

بر اساس این ادعاها عكس های ماهواره ای كه در اواخر ماه گذشته میلادی از تاسیسات هسته ای شمال شرقی كره شمالی گرفته شد به عنوان مستنداتی مهم، نشان دهنده از سر گیری فعالیت های مشكوك اتمی در تاسیسات آزمایش هسته ای 'پونگی ری' است .

در این پیوند حتی چین كه اصلی ترین پشتیبان منطقه ای و بین المللی پیونگ یانگ محسوب می شود از احتمال اقدامات نسنجیده كره شمالی ابراز نگرانی كرده و كمی پیش از نشست پكن، ون جیابائو اعلام كرده بود كه آسیا با وضعیتی بی ثبات و نامطمئن مواجه است.

به باور این ناظران پكن برای جلب رضایت شركای آسیایی خود و نمایش حساسیت ویژه نسبت به اقدامات پیونگ یانگ، روند مذاكرات و چانه زنی با رهبران كره شمالی را بازگشایی كرده و در این رابطه از رفت و آمدهای دیپلماتیك به جای اعمال فشار موثر بر پیونگ یانگ بهره خواهد برد تا همچنان در فضای بی اعتمادی نسبت به واشنگتن و متحدانش برگ برنده كره شمالی را در تعاملات منطقه ای و بین المللی در دست خود نگاه دارد.

بسیاری از كارشناسان مسائل شرق آسیا به موضوع توافق سه كشور بر سر زمینه سازی تجاری- اقتصادی و ایجاد چارچوب ها و بسترهای سیاسی و حقوقی لازم برای تحقق هدف پیدایش منطقه آزاد تجاری به عنوان بزرگترین دستاورد نشست سه جانبه نگریسته و از آن با اصطلاح 'زمینه سازی برای همكاری تاریخی در آسیا' یاد می كنند.

پس از آن كه مذاكرات سه جانبه چین، ژاپن و كره جنوبی از سال 1387 كلید خورد، جلسات متعدد هیات های دیپلماتیك و كارشناسی سه كشور در خصوص امكان سنجی و سپس زمینه سازی ایجاد منطقه آزاد تجاری برگزار شد و در نهایت رهبران پكن، توكیو و سئول در چارچوب توافقات اخیر اعلام كردند كه حداكثر تا اوایل سال آینده میلادی مذاكرات اصلی بر سر ایجاد منطقه آزاد تجاری را به طور جدی در دستور كار سیاست خارجی و دیپلماسی خود قرار خواهند داد.

و اما توافقات اخیر سه كشور پیرامون مسائل بازرگانی و سرمایه گذاری خارجی را جدا از مقتضیات كنونی تجاری- اقتصادی در روابط دو جانبه و چند جانبه می توان در چارچوب زمینه سازی برای ایجاد منطقه آزاد تجاری در شرق آسیا مورد بررسی قرار داد.

در این رابطه، سران سه كشور روز یكشنبه قرارداد اقتصادی را به امضا رساندند كه بر اساس آن سرمایه‌گذاری در هر یك از كشورها نه تنها توصیه می‌شود، بلكه باید مورد پیشتیبانی كشورهای دیگر قرار گیرد.

وزارت بازرگانی چین این قرارداد را گام نخست و سنگ ‌بنایی برای تشكیل منطقه آزاد تجاری ارزیابی و تصریح كرده كه تلاش‌های خستگی‌ناپذیر در 13 سال گذشته سرانجام به نقطه ‌ای تاریخی در زمینه همكاری سه‌جانبه میان كره‌ جنوبی، ژاپن و چین رسیده‌ است.

علاوه بر این در مذاكرات اخیر توافقات ارزشمندی در زمینه گسترش بازرگانی و تجارت به دست آمد كه از آن جمله می توان به تسهیل سرمایه‌گذاری متقابل در سه كشور، گشایش بازارهای داخلی بر روی كالا‌های وارداتی و ایجاد زمینه‌های حقوقی برای حمایت از سرمایه‌گذاری‌ها اشاره كرد.

همچنین یكی از مولفه‌های مهم در تصمیمات این نشست توافق بر سر انجام میزان قابل توجهی از معاملات به ارزهای داخلی این سه كشور بوده است. بدین ترتیب دلار آمریكا بیش از گذشته از معاملات این كشور كنار نهاده خواهد شد. یكی از مهمترین انگیزه های چین، كره‌جنوبی و ژاپن از این تصمیم، تلاش برای جلوگیری از نوسانات ارزی و تنش‌هایی هستند كه توسط دلالان پول ایجاد می‌شود.

علاوه بر این در حالی كه این سه كشور نزدیك به یك پنجم از كل تولیدات جهانی را در اختیار دارند، تصمیم اخیرشان ناظر بر بركنار نگاه داشتن تعاملات گسترده مالی منطقه ای از سیاست و نقطه نظرات اقتصادی كشوری چون آمریكا است كه بارها از ابزار كاهش و افزایش قیمت دلار برای فرار از برخی چالش های كلان این كشور در اقتصاد بین الملل بهره جسته است.

چین به عنوان دومین اقتصاد برتر جهان در سال گذشته میلادی با جمعیتی حدود یك میلیارد و 343 میلیون نفر، دارای تولید ناخالص داخلی به ارزش تقریبی 29/11 تریلیون دلار بوده و رشدی معادل 2/9 درصد را در اقتصاد خود ثبت كرده است.

همانگونه كه اشاره شد بزرگترین تبادلات مالی و تجاری بین سه كشور چین، ژاپن و كره جنوبی در سال های اخیر در جریان بوده و این در حالی است كه موانع گمركی، قوانین دست و پاگیر داخلی بر سر راه سرمایه گذاری های منطقه ای و نبود هماهنگی های لازم برای همكاری های اقتصادی و گسترش ساختار تولید داخلی این كشورها و نیز رقابت های غیر سازنده تجاری منطقه ای و بین المللی، بهره جویی بیشینه از مزایای همگرایی اقتصادی سه جانبه را تاكنون ناممكن ساخته است.

پایگاه اطلاع رسانی دادستانی عمومی و انقلاب تهران اعلام کرده که مجید جمالی فشی که در ارتباط با اتهام ترور مسعود علیمحمدی در دادگاه انقلاب محاکمه شده بود بامداد روز سه شنبه، ۲۶ اردیبهشت (۱۵ مه) در زندان اوین تهران اعدام شده است.

در اطلاعیه دادستانی تهران از مجید جمالی فشی با عنوان "جاسوس موساد و عامل ترور شهید مسعود علیمحمدی، از دانشمندان هسته ای" نام برده شده و آمده است که متهم این پرونده در جریان سفر به خارج، با عوامل سرویس امنیتی اسرائیل ارتباط برقرار کرده و پس از چند بار دیدار با آنان در کشورهای مختلف، در سفر به اسرائیل، "تحت آموزش های نظامی و تروریستی قرار گرفته بود."

این اطلاعیه می افزاید که "نامبرده پس از بازگشت به کشور، با تهیه مقدمات ارتکاب جنایت، نهایتا با بمب گذاری در یک دستگاه موتور سیکلت، این دانشمند هسته ای کشورمان را در برابر خانه اش به شهادت رساند."

براساس اطلاعیه دادستانی عمومی و انقلاب تهران، متهم این پرونده به تمامی اتهامات خود اعتراف کرد و محاکمه او در اول شهریور ماه سال گذشته در شعبه ۱۵ دادگاه انقلاب به ریاست قاضی صلواتی برگزار شد و مجید جمالی فشی "به اتهام محاربه و افساد فی الارض به خاطر قتل مسعود علیمحمدی، همکاری با رژیم صهیونیستی و شبکه تروریستی موساد، تحصیل مال نامشروع به واسطه همکاری اطلاعاتی با رژیم صهیونیستی، تخریب اموال مسکونی ناشی از انفجار بمب و نگهداری مواد روانگردان به اعدام محکوم شد."

دادستانی تهران می افزاید که مجید جمالی فشی علیه حکم دادگاه اعتراض کرد و پرونده به دیوان عالی ارسال شد اما رای دادگاه بدوی مورد تایید قرار گرفت و حکم اعدام به اجرا گذاشته شد.

برخی سایتهای مخالف حکومت ایران اتهامات جمالی فشی را مردود دانستند و فرضیه های دیگری را مطرح کردند

در زمان انتشار خبر محاکمه این متهم، خبرگزاری فارس نیز نوشت که وی اعتراف کرده که در نظر داشته است پنج طرح ترور دیگر را نیز به اجرا بگذارد اما قبل از اجرای این برنامه ها، بازداشت شد.

پیشتر، دادستان تهران خبر تایید حکم اعدام متهم به ترور مسعود علیمحمدی را اعلام کرده و گفته بود که این حکم روز سه شنبه به اجرا گذاشته خواهد شد.

برخی سایت های مخالف حکومت ایران نیز ضمن ابراز تردید نسبت به ارتباط مجید جمالی فشی با ترور مسعود علیمحمدی، متهم به قتل را یکی از قهرمانان رزمی کار ایرانی معرفی کرده و اظهار داشتند که او در واقع عضو یکی از نهادهای امنیتی ایران و از طرفداران محمود احمدی نژاد، رئیس جمهوری بود اما این اطلاعات مورد تایید مقامات رسمی جمهوری اسلامی قرار نگرفته است.

اعترافات مجید جمالی فشی به ماجرای ترور مسعود علیمحمدی، استاد فیزیک دانشگاه تهران، در دیماه سال ۱۳۸۸ (ژانویه ۲۰۰۹) ارتباط دارد که در اثر یک انفجار شدید در برابر خانه اش در شمال تهران کشته شد.

در مورد ارتباط او با برنامه های هسته ای جمهوری اسلامی نیز نظرات متفاوتی ابراز شد و اگرچه منابع دولتی، ترور او را اقدامی برای جلوگیری از پیشرفت این برنامه ها عنوان کردند، اما منابع دیگر با اشاره به سوابق علمی آقای علیمحمدی، گفتند که رشته تحصیلی، تحقیقات و تدریس او ارتباطی با برنامه های هسته ای نداشته است.

در ادامه محمد مهدی مفتح سخنگوی كمیسیون تلفیق ضمن اعلام مخالفت این كمیسیون با ساخت این ساختمان اظهار داشت: شهرداری اصفهان یك نهاد عمومی غیردولتی است و مالكیت محدود بر شهروندان اصفهان دارد. چه طور می توان اعتبار دولتی را در اختیار سازمانی كه قرارداد مالكیتش محدود است، قرار داد.

نمایندگان مجلس با 69 رای موافق، 114 رای مخالف و 16 رای ممتنع از 190 آراء ماخوذه با ساخت این ساختمان در شهر اصفهان مخالفت كردند.

علی لاریجانی گفت: شهردار و استاندار اصفهان هم اكنون در حال تلاش برای ساخت این ساختمان هستند و رای امروز مجلس بدین معنا نیست كه ساخت این ساختمان ها صورت نمی گیرد.
