به گزارش ایرنا، ' اسماعیل نجار' شامگاه پنجشنبه در حاشیه افتتاح نمایشگاه دستاوردهای هیات دولت به استان كرمان در گفت و گو با خبرنگاران افزود: در دور اول سفر هیات دولت به این استان 88/96 درصد از مصوبات سفر اجرایی و عملیاتی شده است.

وی ادامه داد: همچنین 4/80 درصد از مصوبات دور دوم و 07/76 درصد از مصوبات دور سوم سفر در این استان اجرایی شده است.

وی افزود: در مجموع بیش از 658 مصوبه و توافقنامه و اقدامات در این دور از سفرهای استانی هیات دولت به استان مورد تصویب قرار گرفت.

استاندار كرمان گفت: خوشبختانه همه دستگاه های اجرایی مصوبات سفر دولت را به نحو احسن و اكمل انجام داده اند و اكنون در جایگاه بسیار خوبی قرار داریم.

وی تصریح كرد: سفرهای استانی هیات دولت به استان ها برای كل كشور بركات بسیاری داشته و بركات این سفرها در تاریخ انقلاب اسلامی ماندگار خواهد شد.

وی همچنین با اشاره به حضور رییس جمهوری در سفرهای هیات دولت به استان ها، گفت: در این سفرها رییس جمهوری و اعضای هیات دولت با نیازها، مسایل و مشكلات مناطق مختلف كشور آشنا می شوند و بر این اساس تصمیم گیری بسیار آسان و منطقی تر خواهد بود.

نجار اظهار داشت: در زمان حاضر این نوع روند و حضور مسوولان در استان ها مورد توجه سران كشورهای دیگر نیز قرار گرفته است و آنان از این رویه مسوولان ایرانی الگو برداری می كنند.

وی به روند نیازسنجی، تصمیم گیری و تصویب مصوبات سفرهای استانی از سوی رییس جمهوری و هیات دولت اشاره كرد و گفت: رییس جمهوری با نگاه ویزه این مصوبات را مورد تصویب قرار داده است.

استاندار كرمان، ساخت 43 هزار واحد مسكونی مهر و 140 هزار واحد مسكونی روستایی را از مهمترین اقدامات دولت برشمرد و اظهار داشت: بعد از زلزله بم حدود هزار و 800 میلیارد تومان اعتبار در دولت نهم و دهم برای بازسازی شهر بم و همچنین سایر شهرهای استان كه با وقوع زلزله در این سال ها دچار آسیب شده بودند، اختصاص یافته است.

ایالات‌متحده و اسرائیل به رغم اصرار ایران بر غیرنظامی بودن برنامه هسته‌ایش، این کشور را به واسطه هراس از ساخت سلاح هسته‌ای تهدید به حمله کرده‌اند.

از شیخ پرسیدم که آیا حمله به ایران تاثیری هم بر نیجریه خواهد داشت؟

او گفت: "نه فقط در نیجریه، که در تمامی جهان".

شیخ زکزاکی توضیحی نمی‌دهد که چه خواهد شد، اما افزود: "این که این اثر چه قدر باشد، بستگی به این دارد که به چه جاهایی حمله شود".

حامیان پرنفوذ

آقای عیسی، که پژوهشگر ارشد دانشگاه احمدو بلو است، این جنبش را "دولتی درون دولت" می‌نامد.

او می‌گوید: "می‌توانم بگویم دستگاه او تمرینات آمادگی نظامی برگزار می کند.اما شما وقتی تمرین نظامی می کنید که انتظار اتفاقات به خصوصی را می‌کشید".

شیخ زکزاکی به من گفت که جنبش اسلامی صدها نفر را برای اداره و حفظ نظم برنامه‌ها تعلیم داده است، اما این امر را مشابه آموزش کاراته به نوجوانان پیشاهنگ دانست.

آقای عیسی همچنین مدعی است که اعضای جنبش او اینک نقش‌های پرنفوذتری در جامعه به دست ‌آورده اند.

سعیدو آدامو، سخنگوی دولت محلی ایالت کادونا، می‌گوید نمی‌تواند حضور اعضای جنبش اسلامی در نیروهای پلیس، ارتش و سرویس‌های امنیتی را تایید کند، اما می‌افزاید امیدوار است اگر چنین حضوری واقعیت دارد عضویتشان در آن جنبش اثری بر وفاداریشان به دولت نگذارد.

حزب سیاسی؟

همچنین رابطه دولت با جنبش نیز در مسالمت‌آمیز ماندن رویکردشان موثر است.

دولت نیجریه می‌گوید به رغم این که بوکو حرام گروهی ناشناخته و با خواسته های غیر واقع بینانه است، حاضر است با آن به گفتگو بنشیند.

در کادونا، زادگاه شیخ زکزاکی، بوکو حرام حملاتی را هم علیه نیروهای امنیتی و هم علیه شهروندان عادی ترتیب داده است.

وقتی برای بحث درباره بحران امنیتی جاری به دیدن پاتریک ابراهیم یاکوا، فرماندار کادونا رفتم او گفت می‌خواهد از ظرفیت‌های همه رهبران مذهبی برای حل فوری بحران بهره بگیرد.

از فرماندار پرسیدم که آیا به سراغ شیخ زکزاکی هم رفته‌اند.

او پاسخ داد: "ما می‌خواهیم به سراغ هر کسی که ممکن است برویم، مطمئنا دیر یا زود به او هم می‌رسیم".

در مقابل بعید به نظر می‌رسد که شیخ زکزاکی آماده تعامل با فرماندار باشد.

اما به گفته او، ساختار فعلی کار نمی‌کند.

او نظام سیاسی حاکم را بابت ناامنی‌های جاری مقصر می‌داند و اصرار داشت که بوکو حرام زاییده "غربی‌های تشنه نفت" است. غربیانی که به گفته او سرویس‌های امنیتی نیجریه را برای ارتکاب جنایاتی فجیع به کار می‌گیرند.

مخالفان نیز گفته اند که برخی تشکیلات حکومتی به منظور اثبات ارتباط اعتراضات سیاسی با گروه های تندرو مسلح، به این بمب گذاری ها مبادرت می‌کنند و همزمانی این انفجارها با حضور ناظران یا میانجیگران خارجی را به عنوان دلیل ادعای خود ذکر کرده اند.

در همان حال، در شرایط نابسامان کنونی، نمی توان امکان نفوذ گروه های تندرو در صفوف مخالفان، و یا اقدامات تلافی جویانه گروه های کوچک و پراکنده در واکنش به خشونت نیروهای دولتی را به عنوان انگیزه این نوع اقدامات نادیده گرفت.

همچنین امکان اقدام خودسرانه سازمان ها و نهادهای متعدد امنیتی و سیاسی طرفدار حکومت وجود دارد.

به گزارش رسانه های خبری، ژنرال رابرت مود، سرپرست نیروهای ناظر صلح سازمان ملل در سوریه از محل وقوع انفجارهای روز پنجشنبه بازدید کرده است.

ناظران صلح سازمان ملل بر اساس طرح آتش بس کوفی عنان، نماینده ویژه سازمان ملل برای پایان دادن به خشونت در سوریه، به این کشور اعزام شده اند.

با وجود اینکه دولت سوریه و مخالفان با این طرح موافقت کرده و متعهد شده اند آن را به اجرا بگذارند، عملیات خشونت آمیز، هر چند کاهش یافته اما متوقف نشده است.

از جمله روز گذشته، مخالفان دولت سوریه گفتند که واحدهای ارتشی به گلوله باران شدید شهر حمص، از مراکز اصلی اعتراضات ضد حکومتی، ادامه داده‌اند.

روز گذشته انفجاری هم در مسیر حرکت ستون خودروهای ناظران سازمان ملل در شهر درعا، در جنوب سوریه روی داد که چند نظامی سوری را زخمی کرد اما به ناظران آسیبی نرساند.

ژنرال مود سرنشین یکی از این خودروها بود.
