مجلس ایران نگران شروع مرحله دوم حذف یارانه هاست و می گوید که دولت می خواهد یکباره قیمت ها را چند برابر کند

باوجود درخواست محمود احمدی نژاد، رئیس جمهور ایران از مجلس برای همراهی در برنامه حذف یارانه ها، کمیسیون تلفیق مجلس، بودجه درخواستی دولت برای یارانه‌ها را نصف کرده است.

به گزارش خبرگزاری مهر، دولت خواستار کسب بودجه ای ۱۳۵ هزار میلیارد تومانی بود اما کمیسیون تلفیق با ۵۴ هزار میلیارد تومان موافقت کرده است که معادل بودجه طرح موسوم به هدفمندی یارانه ها (حذف یارانه ها) در سال گذشته خورشیدی است.

بنابر این گزارش، کمیسیون تلفیق مجلس که سرگرم بررسی جزئیات لایحه بودجه است، ابتدا پیشنهادهای ۱۳۵، ۱۰۰، ۷۲ و ۶۰ هزار میلیارد تومانی را به بحث گذاشت و نمایندگان عضو با آن مخالفت کردند و سرانجام با پیشنهاد احمد توکلی، رئیس مرکز پژوهش‌های مجلس، اعضای کمیسیون با بودجه ۵۴ هزار میلیارد تومانی برنامه حذف یارانه ها در سال جاری موافقت کرده اند.

کمیسیون تلفیق بودجه ترکیبی از اعضای کمیسیون های تخصصی مجلس است که هنگام بررسی لایحه بودجه تشکیل می شود و بودجه سالانه را برای طرح در صحن علنی مجلس آماده می کند. باوجود رای کمیسیون تلفیق، این تصمیم باید در صحن علنی مجلس و در هنگام بررسی لایحه بودجه سالانه به تصویب نمایندگان برسد تا شکل قانونی بیابد.

مجلس در حالی بودجه دولت در بخش برنامه حذف یارانه ها را نصف کرده که هفته گذشته آقای احمدی نژاد از نمایندگان خواسته بود که نظر دولت را بپذیرند.

جلسه مشترک دولت با نمایندگان مجلس به درخواست آقای احمدی نژاد برگزار شد و در این جلسه، نمایندگان ضمن مخالفت با درخواست دولت برای شروع مرحله دوم برنامه حذف یارانه ها، از دولت خواستند که از اجرای سریع و یکباره برنامه حذف یارانه ها خودداری ورزد و این برنامه را در یک دوره پنج ساله اجرا کند.

مخالفت مجلس بیشتر به خاطر نگرانی از فشارهای تورمی است که ممکن است بعد از اجرای مرحله دوم حذف یارانه ها به مردم وارد شود.

بودجه امسال که به طور معمول در پایان سال گذشته باید تصویب می شد، هنوز تصویب نشده و یکی از مهمترین بحث های جلسات این کمیسیون موضوع نحوه اجرای مرحله دوم حذف یارانه هاست.

نگرانی از گرانی

مرحله اول برنامه حذف یارانه ها در زمستان سال ۱۳۸۹ شروع شد و براساس گزارش‌ها، در طول این مدت دولت ۴۵ هزار میلیارد تومان بابت پرداخت یارانه نقدی به خانوارها هزینه کرده است در حالی که درآمدهای حاصل از افزایش قیمت ها حدود ۲۹ هزار میلیارد تومان بوده است و دولت با کسری ۱۶ هزار میلیارد تومانی رو به رو بوده است. دولت برای تامین بخشی از این کسری بودجه از بانک مرکزی قرض گرفته و بخشی از منابع مالی بخش نفت را به صورت نقدی به خانوارها پرداخت کرده است.

پیشنهاد دولت در لایحه بودجه این است که بودجه برنامه حذف یارانه ها در سال جاری به ۱۰۰ تا ۱۳۵ هزار میلیارد تومان افزایش پیدا کند اما مجلس می گوید که نتیجه صرف چنین مبلغی، دو تا سه برابر شدن قیمت کالاهاست و برای همین هم در خوش بینانه ترین حالت با نصف این رقم موافق است.

مجلس می گوید که آثار برنامه حذف یارانه ها اکنون در اقتصاد کشور ظاهر شده و دلیل اصلی آن هم اجرای نادرست این برنامه بوده است. به عقیده نمایندگان مجلس، دولت امکان کسب چنین درآمدی را نخواهد داشت و با کسری سنگین بودجه رو به رو می شود.

دولت در نظر دارد یارانه نقدی را افزایش دهد اما مجلس می گوید که این کار غیرقانونی است

مجلس ایران به شدت نگران عواقب شروع مرحله دوم حذف یارانه هاست و برای همین هم سوم اردیبهشت ماه دو فوریت طرحی را تصویب کرد که بر اساس آن دولت نمی تواند با سرعت و یکباره قیمت ها را افزایش دهد.

برآورد مرکز پژوهش‌های مجلس ایران نشان می دهد که دولت حتی اگر بخواهد قیمت حامل های انرژی نظیر بنزین، گازوئیل و گاز را در سال جاری با قیمت های این فرآورده ها در خلیج فارس یکسان کند، باز هم چنین درآمدی نخواهد داشت.

بنابر گزارش این مرکز وابسته به مجلس، دولت با افزایش قیمت این فرآورده ها تنها می تواند ۷۳ هزار میلیارد تومان درآمد داشته باشد ولی "فروش حامل های انرژی به قیمت های فوب (قیمت تا لحظه تحویل روی کشتی) خلیج فارس به یک باره و در طول سال ۱۳۹۱ در شرایط کنونی کشور بسیار مخرب خواهد بود و امکانپذیر نیست."

یکی از انتقادهای مجلس هم این است که دولت بر اساس قانون باید ۳۰ درصد از درآمدهای حاصل از افزایش قیمت ها را به تولید اختصاص می داد اما گزارش‌ها نشان می دهد که حمایتی از تولید نشده و درآمدها فقط صرف پرداخت یارانه نقدی شده است.

با وجود افزایش قیمت مواد سوختی و دیگر کالاها، دولت با استفاده از سازمان تعزیرات و سازمان حمایت مصرف کنندگان و تولید کنندگان، مانع از افزایش محصولات تولیدی شده و همین مسئله صدای واحدهای تولیدی را در آورده است.

تازه ترین گزارش بانک مرکزی نشان می دهد که قیمت مواد خوراکی در تهران در هفته منتهی به هشتم اردیبهشت، به شدت افزایش پیدا کرده است.

رییس مجلس شورای اسلامی اظهار داشت: نمایندگان ملت در مجلس شورای اسلامی خود را همراه و حامی مجاهدت مردم مصر و بحرین می دانند و به آمریكا و مرتجعان منطقه هشدار می دهند مقابله با اراده مردم مجاهد منطقه، دامن زدن به آتشی است كه یافتن راه حل برای آن بسیار مشكل و پرهزینه خواهد بود.

رییس مجلس شورای اسلامی درباره بخشنامه اخیر رییس جمهوری نیز گفت: طبق اصول 85 و 138 قانون اساسی تصویب نامه ها، آیین نامه های دولت و مصوبات كمیسیون های مذكور در این اصل - اصل 138 قانون اساسی - و تمام بخشنامه هایی كه دولت مجاز به ابلاغ آنها است، نباید با متن و روح قوانین مخالفت داشته باشد و مرجع تشخیص، رییس مجلس شورای اسلامی است.

لاریجانی گفت: طبق قوانین مصوب 26 دی ماه 1368، 18 اسفندماه 1378 و 30 بهمن ماه 1388 مجلس شورای اسلامی، رییس مجلس موارد تخلف از قانون را اعلام می كند و پس از پایان مدت مذكور، مصوبه مورد ایراد، ملغی الاثر می شود.

وی افزود: چنانچه دستگاهی پس از اعلام نظر رییس مجلس در مورد اینگونه مصوبات، اصرار بر اجرای مصوبه خلاف قانون كند، متخلف بوده و دیوان محاسبات و سایر دستگاه های نظارتی موظف به پیگیری هستند.

رییس مجلس شورای اسلامی تصریح كرد: مبنای قضاوت در موافقت و مخالفت مصوبه مجلس شورای اسلامی طبق اصول 72، 94 و 96 قانون اساسی به عهده شورای نگهبان است و طبق اصل 98 قانون اساسی، تفسیر قانون نیز به عهده شورای نگهبان است؛ بنابراین بخشنامه فاقد وجاهت حقوقی است و رافع مسوولیت قانونی مسوولان اجرایی نیست.

وی اظهار داشت: مجلس مایل به اینگونه كشمكش های حاشیه ای نیست و بر این نظر است كه وقت مسوولان كشور باید صرف حل مشكلات معیشتی مردم شود و این تذكر برای آن است كه رویه نادرست و خلاف قانون در كشور ایجاد نشود و اداره كشور بر اجرای قانون سازمان یابد.

دكتر 'محمود احمدی ن‍ژاد ' رییس جمهوری، هفته گذشته در بخشنامه ای به تمام دستگاه‌های اجرایی كشور اعلام كرد: مكاتبات مجلس شورای اسلامی با دستگاه‌های اجرایی برای لغو برخی مصوبات دولت و مراجع و مقامات دولتی، خلاف نص صریح قانون اساسی و فاقد وجاهت حقوقی است.

البته شرایط جنگ بر برگزاری این نمایشگاه بی تاثبر نبود و سبب شد تا برگزاری نمایشگاه دوم، 18 ماه یعنی تا اردیبهشت سال 1368 به تعویق افتد.

اكنون كه بیست و پنج سال از برگزاری این رویداد فرهنگی در پایتخت می گذرد، بسیار هستند مخاطبانی كه دوست دارند به تاریخ برگزاری نمایشگاه كتاب تهران نگاهی گذرا داشته باشند؛ به همین خاطر دست اندركاران برگزاری این نمایشگاه سالنی را با عنوان 'ربع قرن جهاد فرهنگی' در حاشیه برگزاری نمایشگاه بیست و پنجم راه اندازی كرده اند.

در این سالن كه در محوطه باز ضلع جنوبی مصلای تهران قرار دارد، اطلاعات اجمالی از برگزار كنندگان هر دوره، ناشران برگزیده و ویژگی های هر دوره گردآوری شده است كه نشان می دهد هر كدام از این نمایشگاه ها با حضور كدامیك از شخصیت های سیاسی كشور افتتاح شدند و به كار خود پایان داده اند.

برای آنهایی كه قصد دارند عرصه فرهنگ را به تعالی برسانند، سیمرغ نماد مناسبی است كه نشان آن را در تندیس جشنواره فیلم فجر هم دیده می شود؛ این پرنده اساطیری امسال نماد 25 سال تلاش فعالان عرصه فرهنگ برای برگزاری یك رویداد فرهنگی در حوزه كتاب است.

تندیس ربع قرن جهاد فرهنگی كه به مناسبت 25 سالگی نمایشگاه كتاب تهران رونمایی شد، برگرفته از سیمرغ به عنوان نماد بالندگی و تعالی و همچنین پیمودن راه های سخت تا رسیدن به قله قاف است زیرا رسیدن این نقطه تعالی تنها با اتحاد و یكپارچگی امكان پذیر خواهد بود.
