موسی‌الرضا ثروتی در گفت‌وگو با خبرنگار اقتصادی خبرگزاری فارس در تشریح آخرین مصوبات کمیسیون تلفیق گفت: در جلسه اخیر پیشنهادهای کمیسیون‌های تخصصی مورد بررسی قرار گرفت و به تصویب رسید.

وی افزود: سقف انتشار و عرضه اوراق مشارکت در سال 91 در چارچوب قانون نحوه انتشار اوراق مشارکت 250 هزار میلیارد ریال تعیین شد که سهم دولت 50 هزار میلیارد ریال با تضمین خود دولت تعیین شد.

ثروتی افزود: سهم شرکت‌های دولتی 150 هزار میلیارد ریال اوراق با تضمین خود شرکت‌ها و سهم شهرداری‌ها 50 هزار میلیارد ریال با تضمین خود شهرداری‌ها مقرر شد.

وی ادامه داد: همچنین بر اساس مصوبه دیگر بانک مرکزی مکلف شده با توجه به ردیف‌های درآمدی مابه‌التفاوت ریالی نرخ ارز با نرخ مبنا مندرج در ردیف 210101 و نرخ روزانه فروخته شده ارز را به حساب درآمدهای عمومی نزد خزانه کشور واریز کند.

ثروتی افزود: همچنین منابع مورد نیاز برای خرید گندم از محل اعتبارات یارانه نقدی نان به شکل تنخواه در اختیار شرکت بازرگانی دولتی قرار می‌گیرد و این شرکت موظف است، در پایان هر ماه وجوه تنخواه را از محل فروش گندم پرداخت کند.

نماینده بجنورد، جاجرم،گرمه، مانه و سملقان در مجلس گفت: در لایحه بودجه سال جاری 4 هزار میلیارد تومان یارانه برای نان در نظر گرفته شده که شرکت بازرگانی دولتی اقدام به خرید گندم کرده و وقتی آن را به کارخانه‌های آرد فروخت، باید وجوه دریافتی را به خزانه واریز کند.

ثروتی افزود: در اجرای ماده 224 قانون برنامه پنجم 175 میلیارد تومان به نسبت 40 درصد هزینه و 60 درصد عمرانی برای شبکه امداد و نجات جمعیت هلال احمر اختصاص می‌یابد که برای تأمین امکانات، انبارها و تجهیزات اضطراری و خودروهای امداد و نجات پیش‌بینی شده و برای آمادگی در مقابله با حوادث، سوانح و بحران‌ها به کار گرفته می‌شود.

عضو هیئت رئیسه کمیسیون تلفیق افزود: همچنین با مصوبه کمیسیون تلفیق 800 میلیارد تومان در راستای قانون مقابله با حوادث و سوانح به صندوق بیمه محصولات کشاورزی اختصاص می‌یابد که ماده 12 قانون تشکیل سازمان مدیریت بحران اذعان دارد 5 درصد بودجه‌های عمومی سازمان‌ها برای سازمان مدیریت بحران در نظر گرفته ‌شود.

ثروتی گفت: بندهای 2- 4 و  3- 4 حذف شدند و بند 1- 5 عینا تصویب شد.

وی افزود: در ادامه مصوبات تلفیق بندهای ماده واحده و پیشنهادات کمیسیون‌ها که ماهیت بودجه‌ای نداشته با سه چهارم رأی اعضا تصویب می‌شود و بر این اساس بند «ز» ماده 1- 1 حذف شد و بند 3-6 و 15-19 حذف شدند.

وی گفت: نمایندگان دولت حاضر در این جلسه تلفیق آقای عزیزی معاون برنامه‌ریزی رئیس‌جمهور، آقای ممبینی معاون بودجه معاونت برنامه‌ریزی و آقای نجفی‌خواه رئیس مؤسسه پژوهش‌های برنامه‌ریزی بودند.

ثروتی تأکید کرد: 10 درصد منابع صندوق توسعه ملی با مصوبه مجلس به صورت ریالی برای بخش آب و کشاورزی و 10 درصد دیگر نیز به صورت ریالی برای بخش صنعت و معدن به جز بخش مسکن اختصاص می‌یابد.

وی افزود: 3 درصد از این تسهیلات صندوق توسعه به نرخ 2 تا 10 درصد با معرفی کمیته امداد امام خمینی پرداخت می‌شود که البته سازمان بهزیستی اعتراض داشت که چرا افراد تحت پوشش آنها در این مصوبه نیامده، احتمالا در تجدید رأی گنجانده شوند.

ثروتی گفت: طرح‌های بالادستی نفت و گاز در حوزه‌های مشترک به پیمانکاران خصوصی و یا تعاونی ایرانی واگذار می‌شود که  18 درصد از منابع صندوق توسعه ملی با تضمین شرکت ملی نفت به این پیمانکاران پرداخت می‌شود.

به گفته وی، این تسهیلات به صورت ارزی با سود حداقل 8 درصد پرداخت می‌شود و بانک‌های عامل موظف هستند، صورت وضعیت طرح‌ها و پیشرفت فیزیکی را به تأیید شرکت ملی نفت برسانند و به پیمانکار پرداخت کنند.

ثروتی در باره توضیحات مدیرعامل صندوق توسعه ملی در مجلس که مرود رضایت و تشکر اعلام شد، گفت: ما از مسئولان صندوق توسعه ملی تشکر کردیم که 16 میلیارد دلار مصوب کردند، اما بر اساس آنچه از مدیرعامل بانک صنعت و معدن اخیرا سؤال کردم و پاسخ وی و سپس سوال از سرمایه گذاران، مشخص شد، حتی یک دلار هم به سرمایه‌گذاران پرداخت نشده است.

ثروتی یادآور شد: پرداخت تسهیلات از جانب بانک برای بخش صنعت و معدن یک ریسک است که سراغ آن نمی‌روند و بانک‌ها ترجیح می‌دهند برای بازار وام بدهند، چون پول مرتب می‌چرخد و برای آنها سود دارد.

ثروتی اضافه کرد: متأسفانه بانک‌های کشور برای بخش صنعت، معدن و کشاورزی وام نمی‌پردازند، چون آن را ریسک می‌دانند و لذا در این بخش پول بانک را سرمایه‌گذاری نمی‌کنند.

وی افزود: نکته مهم در عدم موفق صندوق توسعه ملی برای پرداخت سرمایه‌گذاران این است که هیئت امنا مصوب کرده و رئیس جمهور شرطی گذاشته است که بانک‌های عامل به شرط اینکه 1.5 برابر معادل ریالی منابع ارزی را برای طرح سرمایه‌گذاری تأمین کنند، صندوق توسعه ملی عاملیت آنها را می‌پذیرد و به این خاطر بانک‌ها از عاملیت منابع صندوق توسعه ملی استقبال نمی‌کنند، چون پول کافی در اختیار ندارند.

ثروتی افزود: یکی از مشکلات صندوق توسعه ملی این است که یا باید رئیس جمهور از رأس هیئت امنای صندوق برداشته شود، یا اینکه قانون آن حذف شود که نمایندگان قانون برنامه پنجم در بخش صندوق توسعه ملی را عوض کردند و برای تأمین منابع ریالی طرح‌ها پذیرفته شد که توسط بانک عامل در زمان تصویب طرح تعیین تکلیف شود و این امر برعهده سرمایه‌گذار و بانک عامل قرار می‌گیرد.

عضو هیئت رئیسه تلفیق افزود: چون رئیس‌جمهور شرط گذاشته که بانک‌های 1.5 برابر مقدار ارزی را به صورت ریالی تأمین کنند، بانک‌های عامل نمی‌توانستند این مبلغ را تأمین کنند، بنابراین مانعی برای پرداخت منابع صندوق بود.
