حال پس از سال ها، 'جلیل بشارتی' معاون رییس جمهوری در امور مناطق محروم اعلام كرده است كه این منطقه محروم در استان هرمزگان كه به تدریج مسیر پیشرفت را پیموده است در آینده به 'پایتخت عدالت كشور' تبدیل می شود.

پایان تحقیقات دادستانی درباره پرونده مداحان تهرانی و صدور حكم دادگاه برای پرونده كرسنت از دیگر اخبار قضایی در هفته ای كه گذشت، بود.

دادستان عمومی و انقلاب تهران پس از صدور كیفرخواست، پرونده كرسنت را به دادگاه كیفری استان ارسال كرد و تعدادی از متهمان این پرونده مهم اقتصادی محكوم شدند.

البته اتهامات برخی متهمان این پرونده همچنان مفتوح است و اتهامات بخش دیگری از متهمان نیز در دادگاه های دیگری در حال رسیدگی است.

خبر قضایی دیگر مربوط به روزنامه 'اعتماد ملی' بود كه هیات منصفه مطبوعات طی جلسه ای در این هفته، مدیر مسوول این روزنامه را در هفت مورد از جرایم صورت گرفته، مجرم شناخت و با اكثریت آرا، وی را مستحق تخفیف در مجازات ندانست.

اما خبر جلسه متهمان پرونده فساد بزرگ مالی در بین اخبار قضایی از اهمیت بیشتری برخوردار است چراكه مردم این پرونده را پیگیری و دنبال می كنند.

ششمین جلسه محاكمه متهمان پرونده فساد بزرگ مالی، یكشنبه 27 فروردین در شعبه اول دادگاه انقلاب اسلامی تهران برگزار شد.

در این جلسه به اتهامات سه متهم دیگر پرونده فساد بزرگ مالی شامل 'س.ك' رییس بانك صادرات شعبه گروه ملی فولاد، 'ب.ب' معاون حقوقی گروه امیر منصور آریا و 'س .م' رییس بانك ملی شعبه كیش، رسیدگی شد.

'س.ك' یكی از متهمان این پرونده هنگام ارایه آخرین دفاعیات خود گفت:' فكر نمی كردیم كارهایی كه انجام می دهیم، فساد باشد.' اما 'مهدی فراهانی' نماینده دادستان تهران در ششمین جلسه رسیدگی به پرونده فساد بزرگ مالی، تاكید كرد سوء نیت متهمان این پرونده محرز است.

رییس بانك صادرات شعبه گروه ملی اهواز و یكی از متهمان پرونده فساد بزرگ مالی در دفاعیات خود با بیان اینكه اعتبار سنجی مشتریان بانك توسط بانك صادرات تهران انجام می شد، گفت: از آنجا كه گروه آریا از مشتریان خاص بانك بود، اعتبار سنجی آن نیز در تهران صورت می گرفت.

رییس سابق بانك ملی شعب كیش و یكی دیگر از متهمان پرونده فساد بزرگ مالی نیز در این جلسه با اشاره به فرار 'محمود رضا خاوری' مدیرعامل سابق بانك ملی به خارج از كشور گفت: خاوری طی الارض می كند و من مفسد فی الارض شده ام.

وكیل مدافع 'ب.ب' معاون حقوقی گروه سرمایه گذاری امیرمنصور آریا و یكی از متهمان پرونده فساد بزرگ مالی گفت: منافع تنزیل ها را بانك ها برده اند و برخلاف آنچه كه گفته شده، كل اتهام این گروه یك هزار و 800 میلیارد تومان است.

تاریخ دقیق برگزاری هفتمین جلسه محاكمه متهمان پرونده فساد بزرگ مالی، متعاقبا اعلام خواهد شد.

یكی از مباحث داغ این هفته بر سر استیضاح 'عبدالرضا شیخ الاسلامی' وزیر تعاون ، كار و رفاه اجتماعی بود.

طرح مساله استیضاح بخاطر انتصاب 'سعید مرتضوی' به عنوان مدیرعامل جدید صندوق تامین اجتماعی آغاز شد.

نخستین واكنش 'سعید مرتضوی' به طرح استیضاح وزیر رفاه ، تشكیل جلسه ای با 'علیرضا زاكانی' نماینده مردم تهران در مجلس و از طراحان طرح استیضاح وزیر تعاون، كار و رفاه اجتماعی بود كه به عنوان جلسه 'حل اختلاف و ایجاد تفاهم' شناخته شد.

پس از این جلسه در حالیكه احتمال كناره گیری مرتضوی از مدیریت عامل صندوق تامین اجتماعی مطرح شده بود اما این مساله از سوی 'حسن ضابطی' مشاور فرهنگی و اطلاع‌ رسانی صندوق تأمین اجتماعی كشور تكذیب شد و گفته شد كه با استعفای وی مخالفت شده است .

درحالیكه 'احمد توكلی' از طراحان اصلی طرح استیضاح عبدالرضا شیخ الاسلامی وزیر تعاون، كار و رفاه اجتماعی در مجلس روز یكشنبه 27 فروردین ماه در صحن علنی مجلس اعلام كرد كه طراحان استیضاح با مرتضوی دیدار كردند اما 'سعید مرتضوی' ادعای دیدار با 'احمد توكلی' را تكذیب كرد و گفت كه در روزهای اخیر با توكلی دیداری نداشته است.

در نهایت 'غلامعلی حداد عادل' رییس كمیسیون فرهنگی مجلس شورای اسلامی در نامه‌ای خطاب به نمایندگان مجلس اعلام كرد كه سعید مرتضوی مدیرعامل صندوق تامین اجتماعی پیشنهاد وی را برای استعفا پذیرفته است.

افزایش نرخ تعرفه های درمانی هر سال موجب بروز نگرانی هایی برای مردم می شود اما اعلام نشدن آن نیز موجب رشد بی ضابطه و نیز اخذ قیمت های متفاوت از سوی متخصصان و مراكز درمانی و بهداشتی خواهد شد.

امسال نیز سازمان نظام پزشكی كل كشور، پیشنهاد افزایش نرخ 30 درصدی تعرفه های درمانی در سال جاری را به دولت و وزارت بهداشت، درمان و آموزش پزشكی اعلام كرده است.

هرچند متخصصان و مراكز درمانی، این نرخ را واقعی و متناسب با خدمات ارایه شده نمی دانند اما افزایش بیش از حد این نرخ، موجب نارضایتی مردم و افزایش پرداخت هزینه از جیب مردم خواهد شد.

سی و نهمین دوره آزمون پذیرش دستیاری تخصصی پزشكی با حضور حدود 15 هزار داوطلب پنجشنبه 31 فروردین ماه سال جاری در 18 شهر برگزار شد.

ناشران مختلف از سرتاسر دنیا در لندن جمع می‌شوند تا عناوین کتاب‌های جدید و در دست چاپ‌شان را در معرض دید عموم بگذارند و برای ترجمه و چاپ کتاب‌های غیرانگلیسی‌زیان با هم رایزنی کنند. در نتیجه نمایشگاه کتاب لندن یکی از بهترین فرصت‌ها برای ناشران غیرانگلیسی زبان است.

انتخاب چین به عنوان مهمان افتخاری در این بخش با انتقادهای بسیاری از سوی نویسندگان چینی، مطبوعات انگلیسی و اعضای کمپین‌های حقوق بشری و آزادی بیان همراه بوده است.

حضور چین و اعتراضات گسترده نویسندگان مخالف

یکی از علل اصلی اعتراضات گسترده به حضور چین این بود که مدیران بخش فرهنگی سفارت انگلستان به اداره کتاب و نشر چین اختیار تام دادند تا خودشان بنا به صلاحدید از نویسندگان چینی دعوت به عمل بیاورند.

نخستین اعتراضات متعلق به شاعر چینی در تبعید، بی لینگ، بود که در گفت‌وگو با نشریه اکونومیست گفت که نمایشگاه لندن امسال تصویر کاملی از ادبیات چین نمایش نخواهد داد، چرا که به عنوان مثال گائو شینگجیان، نویسنده برنده نوبل ادبی سال ۲۰۰۰ که در پاریس زندگی می‌کند در این نمایشگاه حضور نخواهد داشت یا «ما جیان»، نویسنده در تبعید دیگری از جمله غایبان این نمایشگاه هستند.

خود «ما جیان» نیز از جمله اعتراض‌کننده‌گان بوده است. او در سال۱۹۸۶ پس از آن که انتشار کتاب‌هایش در چین ممنوع شد، به نشانه اعتراض به کشور هنگ‌کنگ مهاجرت کرد و پس از آن به آلمان و بریتانیا رفت و از سال ۱۹۹۹ تاکنون در کشور بریتانیا اقامت دارد. ما جیان دو کتاب بحث‌برانگیز نوشته است: «زبانت را دربیاور» به زعم منتقدان شرحی است از «فرهنگ زنا، تجاوزهای جنسی آیینی و سوءاستفاده‌های جنسی در تبت» که دولت چین آن را کتابی «شنیع و موهون و بدنام کننده هم‌میهنان تبتی» تشخیص داد و آن را ممنوع اعلام کرد.

ما جیان در گفت‌وگویی با روزنامه گاردین، گفته: «غرب نباید اجازه بدهد که فریبش بدهند. از چنین دیالوگ‌های مغشوشی تنها یک نفر برنده بیرون می‌آید. موسسات فرهنگی بریتانیا با حذف صداهای مستقل و معترض از گفت‌وگو، تنها سر تعظیم مقابل رژیم چین فرود می‌آورند و به شکل ضمنی سرکوب آزادی بیان در چین را تایید می‌کنند. چنین فعالیت‌های دیکتاتورها را قوی و قوای آزادی خواه را تضعیف می‌کند. این نمایشگاه فضایی را در اختیار حزب کمونیست می‌گذارد تا نمایش تبلیغاتی اش را در آن برگزار کند.»

ما در ادامه درباره خطوط قرمز دولت و وضعیت نویسندگان می‌گوید:«نویسنده‌گان کشور تنها باید در محدوده چهارچوبی که دولت برایشان تعیین کرده، نظر خود را ابراز کنند. باید حواس‌شان به تابوها باشد، تابوهایی مثل کشتار تیان آن من، استقلال تبت و مهم‌تر از هر چیز باید حواسشان باشد که مبادا مشروعیت حزب کمونیست را زیر سئوال ببرند. در نتیجه سانسور و خودسانسوری، تمامی نویسندگانی که کتابی منتشر کرده‌اند مجبور می‌شوند تا به شکلی ضمنی با رژیم معامله کنند و مواظب باشند که افکارشان خط قرمزهای دولت را زیر پا نگذارد.»

بعد از المپیک چین در سال ۲۰۰۸، چین مهمان افتخاری نمایشگاه کتاب فرانکفورت در سال ۲۰۰۹ بود اما از آن زمان تا به حال بنا به گفته آقای ما «وضعیت آزادی بیان در چین خرابتر شده است. اتفاقات سطح بالایی نظیر المپیک و نمایشگاه‌های بین‌المللی کتاب، سبب شد تا دولت تمامیت‌خواه چین مشروعیت بیشتری کسب کند. این اتفاق مهر تاییدی بین‌المللی بود که دولت به شدت دنبالش بود و پس از کسب آن با شدت بیشتری به سرکوب صداهای مخالف در داخل کشور پرداخت.»

یکی دیگر از معترضان اصلی به حضور چین در نمایشگاه کتاب لندن، انجمن بین‌المللی پن بود. کیتی مک‌کان که از سوی این انجمن، مسئول دنبال کردن وضعیت نویسندگان و ناشران چین است در این باره به گاردین گفته: «از سال ۲۰۰۸ تاکنون همه چیز در چین بدتر شده است. علی‌رغم وعده کمیته المپیک مبنی بر دادن آزادی بیان بیشتر، تعداد نویسندگانی که دستگیر یا زندانی شده‌اند همچنان ثابت مانده.»

در حال حاضر ۳۵ نویسنده چینی در زندان‌های چین دربندند، اما بنا به گفته‌های مک‌کان «در سال‌های اخیر بازداشت‌های موقت، تحت‌نظر گرفتن و بدرفتاری با نویسندگان افزایش یافته است.» به عنوان مثال همسر لیو شیائوبو (برنده نوبل صلح در سال ۲۰۱۰ که همچنان به عنوان زندانی سیاسی در چین محبوس است) از اکتبر سال ۲۰۱۰ بدون هیچ گونه حکم یا اخطاری در حبس خانگی است. بنا به گفته‌های خانم مک‌کان در ژوییه سال ۲۰۱۱ تنها ۳ نویسنده از مجموعه ۱۴ نویسنده‌ای که به میزگرد پن دعوت شدند، توانستند خاک این کشور را ترک کنند.

گذشته از وضعیت نویسندگان به نظر می‌رسد ناشران مستقل نیز اجازه برگزاری سخنرانی با حضور نویسندگان مستقل در محل کتاب‌فروشی‌هایشان را ندارند. با این همه نظر انجمن پن درباره برقراری دیالوگ با دولت چین مثبت است، هر چند برقراری این دیالوگ را مشروط به دربرگرفتن صدای کلیه نویسندگان چین، چه مخالف و چه موافق با حزب کمونیستی، می‌داند.

خانم مک‌کان می‌گوید: «نگرانی من این است که گفتمان دولتی چین بازتاب‌دهنده تمام جنبه‌های فرهنگ چین نباشد. و از زمان حضور چین در نمایشگاه بین‌المللی فراکفورت در سال ۲۰۰۹، دولت چین هیچ تغییری در وضعیت آزادی بیان ایجاد نکرده است.»

سردبیر مجله ایندکس، کمپین آزادی بیان، «Index on censorship» مستقر در لندن نیز نسبت به حضور چین در این نمایشگاه مشکوک بود. جو گلن‌ویل به گاردین گفت: «هرگونه حضور دولتی برخی کشورها نظیر چین و ترکیه (مهمان افتخاری نمایشگاه فرانکفورت در سال ۲۰۰۸) یا عربستان صعودی ( مهمان افتخاری نمایشگاه کتاب پراگ در سال گذشته) علیه آزادی بیان در این کشورها عمل می‌کند.» خانم گلن‌ویل راه حل را دعوت از نویسندگان مستقل و نه نویسندگان دولتی می‌داند.

حضور چین و پاسخ‌های بخش فرهنگی سفارت بریتانیا

حال سئوالی که پیش می‌آید این است که اگر دعوت از چین به چنین مراسم فرهنگی رده بالایی توسط بخش فرهنگی سفارت بریتانیا، چنین علیه آزادی نویسندگان داخل این کشور عمل کند، چرا بریتانیا از اساس زیر بار چنین مسئولیتی رفته است. سوزانا نیکلین، مدیر شاخه ادبیات بخش فرهنگی سفارت بریتانیا آن را «خیلی ساده تجارت» می‌خواند و معتقد است نویسندگانی که از داخل چین به این نمایشگاه دعوت شده‌اند، خیلی بهتر از کسانی که سال‌ها خارج از چین زندگی کرده‌اند، می‌توانند بازتاب‌دهنده وضعیت ادبیات در این کشور باشند.

خانم نیکلین به گاردین می‌گوید «ما باور داریم که اگر با دیگر کشورها وارد گفت‌وگو شویم، رابطه‌ای به وجود می‌آید که به نفع بریتانیا، دیگر کشورها و جهان خواهد بود.» برای نیکلین آزادی بیان در چین تنها بخش کوچکی از یک تصویر بزرگ‌ترند. او اساسا این احتمال را که ممکن است حضور چین در این نمایشگاه، وضعیت نویسندگان مخالف را در داخل کشور خراب‌تر کند، منتفی می‌داند.

با این حال، خانم نیکلین سیاست بخش فرهنگی را تنها دعوت از نویسندگان دولتی نمی‌داند و به دیگر برنامه‌های فرهنگی اشاره می‌کند: «در فستیوال ادب و هنر "هی" در تابستان امسال، مورونگ شکونگ و یان لیانکه سخنرانی خواهند کرد. و ما جیان نیز هفته دیگر در آکسفورد سخنرانی خواهد کرد.»

مورونگ شکونگ از مطرح‌ترین نویسندگان چین است و با آن که رده‌بالاترین جوایز ادبی چین را دریافت کرده، اما بارها کتاب‌هایش شامل کد سه بخشی دولت چین، یعنی «پخش ممنوع، فروش ممنوع، ترویج ممنوع» شده است.

سانسور در چین به این شکل است که هر ناشری آزاد است تا هر کتابی را از هر نویسنده‌ای منتشر کند، اما بعد از انتشار اگر دولت به این نتیجه برسد که کتاب مناسب نبوده، به ناشر اجازه فروش نمی‌دهد و کتاب باید از کتاب‌فروشی‌ها جمع شود.

آزادی بیان در چین: افقی که روشن نیست

سه سال پیش نیز چین در نمایشگاه کتاب فرانکفورت مهمان افتخاری بود و برگزارکنندگان نمایشگاه فرانکفورت از آقایان «بی لینگ» و «دای کینگ»، از نویسندگان و فعالان حقوق بشری چین، دعوت به عمل آورده بودند که در نهایت تحت فشار شدید دولت چین دعوت خود را پس گرفتند. اتفاقی که با واکنش‌های بسیار زیادی مواجه شد.

محاکمه ۳۴ نفر از متهمان به عضویت در جنش اسلامی ازبکستان در ولایت سغد حدود سه ماه ادامه‌ داشته است

دادگاهی در ولایت سغد تاجیکستان، ۳۴ نفر از ساکنان شهر اسفره را که متهم به عضویت در جنبش اسلامی ازبکستان بوده‌اند، به ۸ سال تا ۲۸ سال زندان محکوم کرده است.

محاکمه دادگاهی این افراد در بازداشتگاه شماره ۲ شهر خجند می‌گذشت و یکی از طولانی‌ترین محاکمه‌ها در سال جاری محسوب می‌شده است.

جوره‌بیک شیراف، قاضی پرونده، ۳۴ متهم آن را به نقض هفت ماده قانون کیفری تاجیکستان مقصر دانست و بیش‌تر این افراد را به بیش از ۲۰ سال زندان محکوم کرد.

اکثر متهمان این پرونده به نقض ماده‌های ۱۰۴ - قتل، ۱۸۵ - تأسیس گروه‌های مسلح غیرقانونی، ۱۸۶ - راهزنی، ۱۸۷ - راهزنی و تأسیس انجمن‌های مسلح جنایت‌کار، ۱۸۹ - برانگیختن نزاع‌های ملی و مذهبی، ۳۰۶ - غصب حاکمیت و ۳۰۷ - دعوت برای تغییر اجباری ساخت دولتداری در قانون کیفری این کشور مقصر دانسته شده‌اند.

صمد جلیل‌اف، یکی دیگر از متهمان، با توجه به تخفیف مجازات، به ۸ سال زندان محکوم شد. اما وکیل مدافع آقای جلیل‌اف گفت که دادگاه نسبت به موکلش حکم سنگینی را روا دیده است.

تهمینه رحیم‌اوا می‌گوید که موکل وی تنها برای آن محکوم شده است که حدود یک ساعت برخی از افراد متهم در این پرونده را به منزلش راه داده است.

گفته می‌شود که بیشتر وکیلان مدافع ۳۴ نفر از محکوم‌شدگان در صدد شکایت از حکم موکلانشان هستند.

این افراد که اکثراً ساکنان ناحیه اسفره ولایت سغد هستند، از سوی مأموران پلیس و دادستانی ولایت سغد در سال ۲۰۱۱ بازداشت شده بودند.

آن زمان کارمندان دادستانی اعلام کرده‌اند که نتایج بازرسی نشان داده است که این افراد در اواسط سال‌های ۱۹۹۰ به جنبش اسلامی ازبکستان پیوسته و مردم را برای شامل شدن به این سازمان ترغیب می‌کرده‌اند.

جنبش اسلامی ازبکستان، که ایده تأسیس خلافت اسلامی جزئی از برنامه‌های آن است، از سوی کشورهای منطقه و آمریکا شامل فهرست سازمان‌های تروریستی شده است.

گفته می‌شود، اعضای آن در مناطق مرزی پاکستان و افغانستان و در شمال افغانستان فعال هستند و با گروه طالبان و القاعده مرتبط اند.
